Taylorville
Correctional Center originally surveillance was direct
observation and supervision
of inmates by guard staff.
With time, the population
of the facility reached
a point where the benefit
of video surveillance
out weighed the cost
of installation. The
primary surveillance
areas of observation are the
cafeteria, courtyard
and the athletic field.
Video from the cafeteria,
courtyard and athletic field
are monitored and recorded
in the central control. Signals
are multiplexed. Control
of pan/tilt/zoom functions
are multiplexed and sent
down the coax to the cameras.
Video signals from the camera
are sent back over the same
coaxial cable. This method
of signal transmission saves
installation money by reducing
the total amount of cable
pulled in the field. Correction
offices may choose to record
images on one of two twenty-four
hour real time video recorders
The images may be recorded
as single cameras or as multiple
multiplexed images. The stored
images may be played back
at any time.
The system installed
at Taylorville Correctional
Center was constructed
as a retrofit to
the existing
facility. The system
may easily be adapted
and modified to adjust
to changes in the
use and staffing
of the facility over time.
In the cafeteria pan/tilt
mechanisms are mounted inverted from the ceiling. This equipment
used in conjunction with zoom lenses allow correction officers
at the monitor point in central control the ability to observe
activities in any area of the cafeteria. Cameras are enclosed
in protective housing to eliminate tampering or environmental
damage.
The courtyard areas are
observed by corrections
staff utilizing a pole-mounted video camera enclosed in a high
impact resistant plastic dome. The
entire camera and
pan/tilt mechanism is enclosed and protected by the same. The
dome is made of smoke gray lexan plastic. The
color of the dome
prevents inmates from directly seeing the areas being observed
by the camera. By mounting the camera
high on the lighting
standard and using a substantial zoom lens, officers are able
to observe and record activities in
the courtyard area.
The athletic fields are
captured and observed
by corrections offices
using a pole-mounted
camera. The camera
and zoom is
enclosed in a weatherproof
camera housing mounted
on a pan/tilt platform.
The housing is also
equipped with a sunshield designed to shed
excess sunlight and
provide additional
passive cooling for the camera and lens
assembly. All areas
of the athletic fields
may be directly observed
or recorded by officers
in central control using the
powerful zoom lens
and pan/tilt control.
